Chief Justice Newby has recently proclaimed May 2023
Treatment Court Month for the Judicial Branch. According to the Judicial Branch
website, more than 4,000 treatment courts exist in the United States. In North
Carolina, 71 treatment courts serve 37 counties.
North Carolina General Statutes Chapter 7A acknowledges “a
critical need…for judicial programs that will reduce the incidence of alcohol
and other substance abuse or dependence and crimes.” Accordingly, the Statutes
establish the Accountability and Recovery Court Program.
The North Carolina Judicial Branch website provides an
overview of the recovery courts, including an annual report, best practice
standards, and a map of the recovery courts available by county.

materials such as cases, statutes, and law review articles addressing drug
